RESOLUTION NO. 110338

 

Directing the City Manager to provide recommendations to the Mayor and Council within 90 days for the improvement of response times for advanced life support services.

 

WHEREAS, the City Council has established a city-wide response time standard of nine minutes or less for 90 percent of all life threatening emergencies for an advanced life support unit and six minutes or less for 85 percent of all life threatening emergencies for a basic or advanced life support unit as defined by regulations; and

 

WHEREAS, the City Council has established an ambulance response district response time of nine minutes or less for 85 percent of all life threatening emergencies for an advanced life support unit; and

 

WHEREAS, the response times established by the City Council represent public policy for the operation of the City’s prehospital emergency medical services system; and

 

WHEREAS, reported response times for the City’s prehospital emergency medical services system have not met the standards established by the City Council; and

 

WHEREAS, completion of the one year transition period to the current prehospital emergency medical services system is an appropriate time to assess the requirements and the needs of the system; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is directed to provide detailed options to the Mayor and City Council within 90 days of adoption of this Resolution for improving the city-wide and ambulance response district response times of advanced life support units.

 

Section 2. That the City Manager is directed to utilize the existing labor-management process established within the Fire Department to cooperatively analyze the current response times and to determine how response times may be improved.
