RESOLUTION NO. 140479

Expressing the Council’s support for the Juneteenth 2014 heritage celebration in the Historic Jazz District.

WHEREAS, in June 1980, the Black Archives of Mid-America, Inc. initiated the annual celebration of Juneteenth in Kansas City to commemorate the Emancipation Proclamation signed by President Abraham Lincoln on January 1, 1863; and

WHEREAS, while the Emancipation Proclamation enunciated midway through the Civil War, of itself had little immediate effect in freeing the enslaved people of the United States, most of whom were located behind the Confederate lines, it was of monumental importance in giving voice to the commitment of the Nation to free all people, black and white alike, from the abominable chains of slavery binding each to the other; and

WHEREAS, from that commitment sprang the Thirteenth, Fourteenth and Fifteenth Amendments to the Constitution of the United States, abolishing slavery, prohibiting denial of the right to vote because of race, and guaranteeing citizenship, due process of law and the equal protection of the laws to all people, the foundation stones upon which rests an awesome body of legislative enactments, executive orders and judicial decisions at the national, state and local levels, designed to achieve in fact the American ideals of liberty, equality and justice for all; and

WHEREAS, Legacy Development has undertaken to organize this year’s Juneteenth celebration in the Historic Jazz District in Kansas City; and

WHEREAS, the theme of Juneteenth 2014 is “Picking Up The Torch” signifying the continuation of the tradition of Juneteenth celebrations in Kansas City; and

WHEREAS, it is most appropriate that through celebration of Juneteenth citizens of Kansas City pause to reflect on the far-reaching effects of the Emancipation Proclamation on our national heritage and on our personal lives; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council support the Juneteenth 2014 heritage events in the Historic Jazz District; and

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to the organizers of Juneteenth 2014 in Kansas City.
