ORDINANCE NO. 160211

 

Accepting a United States Department of Transportation (DOT) Beyond Traffic 2045 The Smart City Challenge Grant Phase I in the amount of $100,000.00; estimating revenue in the amount of $100,000.00 in the Neighborhoods Grants Fund; estimating that amount to the Beyond Traffic Smart Cities Grant account; authorizing a $90,000.00 contract with Ecco Select for the implementation of Phase I; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, the City was one of 5 Finalists nationwide selected by the DOT to be a recipient of Phase 1 fixed amount award of $100,000.00 for concept development and planning activities such as development of technical demonstration plans and budget plan documents, and performance of pre-implementation planning; and

 

WHEREAS, The USDOT intends for the concept development $100,000.00 award to support, prepare, and enable Finalists to submit detailed applications for demonstration implementation under separately issued USDOT solicitation (Phase 2); and

 

WHEREAS, The USDOT intends for the concept development $100,000.00 awards to allow each recipient to further their own Smart City plans even if they do not receive the Smart City Challenge award and during the period of performance of the fixed amount awards, Smart City Challenge Finalists will participate in a number of planning, outreach and educational opportunities with the USDOT to further develop their plans; and

 

WHEREAS, the period of performance for the fixed amount awards is six months (estimated March – August, 2016). And USDOT estimates the Phase 2 application will be due in May 2016: NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager, or his designee, is hereby authorized to accept a grant (#10007013) from the United States Department of Transportation for the purpose of concept development and planning activities in the amount of $100,000.00. A copy of the Grant Agreement, identified as Funding Opportunity No. TFH6116RA00002, is on file in the Office of Chief Innovation Officer and is incorporated herein by reference.

 

Section 2. That the revenue in the following amount of the Neighborhoods Grants Fund is estimated in the following amount:

 

16-2580-100001-476428 Beyond Traffic Smart Cities Grant $100,000.00

 


 

Section 3. That $100,000.00 is appropriated from the Unappropriated Fund Balance of the Neighborhoods Grants Fund to the following account:

 

16-2580-105030-B Beyond Traffic Smart Cities Grant $100,000,000

Section 4. That the City Manager, or his designee, is designated as requisitioning authority for Account No. 16-2580-105030.

 

Section 5. That the City Manager is authorized to execute a contract in the total amount of $90,000.00 with Ecco Select for the implementation of Phase 1 under this grant agreement from funds appropriated in Account No. 16-2580-105030-B. A copy of the contract, approved in substantial form, is on file with the City Manager’s Office.

 

Section 6. That this ordinance is recognized as having an accelerated effective date within the provisions of Section 503 of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
