Declaring April, 2003, as Fair Housing Month in Kansas City, Missouri,

WHEREAS, the month of April, 2003, marks the anniversary of the signing of the National Fair Housing Law, Title VII of the Civil Rights Act of 1968, providing that it shall be unlawful to discriminate against any person in terms, conditions, or privileges of the sale or rental of a dwelling or in the provision of services or facilities in connection therewith because of race, color, religion, sex, national origin, disability or familial status; and

WHEREAS, the City in its efforts to combat housing discrimination provides general funding and receives Fair Housing Assistance Program grant funds through the U.S. Department of Housing and Urban Development to provide enforcement, outreach, and education activities to prevent housing discrimination; and

WHEREAS, the City has a fair housing ordinance that is substantially equivalent to the Federal Fair Housing Law and the Human Relations Department has a cooperative agreement with the U.S. Department of Housing and Urban Development, Office of Fair Housing and Equal Opportunity; and

WHEREAS, the denial of equal housing opportunity is one of the most serious challenges a community can face, a challenge that must be met and surmounted lest it erode the vital social structure that holds a community together and gives it shape and dimension; and

WHEREAS, there are voluntary programs like the Kansas City Area Fair Housing Center, the Housing Information Center, and other voluntary programs in support of fair housing that we as concerned citizens can join and support at every level in our communities and in our jobs; NOW, THEREFORE,

That the City Council of Kansas City, Missouri does hereby declare the month of April, 2003, as Fair Housing Month in Kansas City, Missouri; and

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Mark Jones of the Kansas City Area Fair Housing Center, Michael D. Bates, Director, Human Relations Department, and Robbie Herndon, Director, HUD Fair Housing and Equal Opportunity Office, with the Mayor and Council urging all citizens to join in this observance by resolving to fight discrimination and prejudice in their own daily lives and by making themselves more aware of the Fair Housing Law and the ways in which it applies to our community and by specially recognizing this anniversary of the Federal Fair Housing Law.
