RESOLUTION NO. 001626

 

Clarifying the intent of the Council with regard to the increase in revenue from parking meters in the downtown area as approved by Committee Substitute for Ordinance No. 980920 and directing the City Manager to report to the City Council.

 

WHEREAS, on August 13, 1998, the City Council passed Committee Substitute for Ordinance No. 980920 which increased the maximum parking meter rate to $0.75/hour for short-term parking and to $0.25/hour for long-term parking; and

 

WHEREAS, in Committee Substitute for Ordinance No. 980920, the Council stated its intent that the increase in revenue from the meters in downtown be used for improvements to downtown parking and traffic circulation such as the creation of additional parking, a parking signage program, new parking meters and traffic circulation improvements; and

 

WHEREAS, the Council has further designated that the revenue from the increase in parking meter rates be placed into the Public Mass Transportation Fund with the intention that this revenue be used to fund the 11th and Oak Parking Garage; and

 

WHEREAS, the Council also adopted Committee Substitute for Resolution No. 990443 on April 1, 1999, which established the Kansas City, Missouri Parking Authority and designated its responsibilities as including development of short term and long term parking strategies and solutions to increase parking supply in the Central Business District, to decrease parking demand for the district and to increase the utilization of the existing parking supply in the district; and

 

WHEREAS, the Parking Authority believes it will be difficult to address all of the responsibilities designated to it by the City Council without the possibility of funding if all of the increased parking meter rate revenue is designated to fund the 11th and Oak Parking Garage; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the City Council hereby clarifies its intent with regard to the increase in parking meter rates approved pursuant to Committee Substitute for Ordinance No. 980920 and states its intent that a portion of the revenue should be designated for use by the Kansas City, Missouri Parking Authority for use in fulfilling its responsibilities designated to it by Committee Substitute for Resolution No. 990443 and its intent to increase the parking meter rates annually in an amount equal to the Consumer Price Index (CPI).

 

Section B. That the City Council further directs the City Manager to report to the City Council on the portion of the revenue from the increase in the rates for parking meters which could be designated to the Parking Authority without compromising the financing structure and construction of the 11th and Oak Parking Garage.
