RESOLUTION NO. 201039

 

Directing the City Manager to collaborate with the Election Authorities of Jackson County, Clay County, Platte County, and Cass County to establish a ballot tracking system for voters to track their absentee ballots.

 

WHEREAS, Section 115.277 of the Revised Statutes of Missouri provides eligible registered voters of this state the ability to vote by absentee ballot; and

 

WHEREAS, Section 115.043 of the Revised Statutes of Missouri states “each election authority may make all rules and regulations, not inconsistent with statutory provisions, necessary for the registration of voters and the conduct of elections”; and

 

WHEREAS, the Kansas City Board of Election Commissioners serves as the election authority for the voters of Kansas City within Jackson County; the Clay County Board of Election Commissioners serves as the election authority for the voters of Kansas City within Clay County; the Platte County Board of Elections serves as the election authority for the voters of Kansas City within Platte County; the Cass County Clerk serves as the election authority for the voters of Kansas City within Cass County; and

 

WHEREAS, Missouri is one of seven states that has not implemented a statewide ballot tracking system; and

 

WHEREAS, a record number of voters cast their vote by absentee ballot this year; and

 

WHEREAS, ballot tracking will increase transparency for individuals voting absentee in the Kansas City, particularly for those who are incapacitated or otherwise confined due to illness or physical disability or someone primarily responsible for the physical care of such a person, and allowed under Missouri law to mail in their ballots; and

 

WHEREAS, the Council of Kansas City, Missouri believes ballot tracking would provide an important function for the voters of Kansas City, Missouri; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. The City Manager is directed to cooperate with the Kansas City Board of Election Commissioners, the Clay County Board of Election Commissioners, the Platte County Board of Elections, and the Cass County Clerk to establish a procedure for tracking absentee or mail-in ballots.

 

Section 2. Within 90 days, the City Manager shall report back to the Council on a proposed ballot tracking program.
