RESOLUTION NO. 900206
Urging voter support for Proposition No. 2 (neighborhood
improvement districts) in the August election.

WHEREAS, there is a massive need for improvement of
the public infrastructure throughout the State of Missouri; and
WHEREAS, in spite of a number of innovative laws and
procedures approved by the legislature and the voters in recent years,
additional tools are required in order to allow interested voters and property
owners to improve the public infrastructure in their local area; and
WHEREAS, the Missouri Legislature has passed Senate
Joint Resolution No. 19 which calls for a constitutional amendment to allow,
with voter or property owner approval, the creation of neighborhood improvement
districts; and
WHEREAS, neighborhood improvement districts would be
a useful tool to improve the public infrastructure; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the City Council strongly supports the passage
of Proposition No. 2 (neighborhood improvement districts) in the August 7,
1990, election inasmuch as it would allow local neighborhoods and property
owners to determine if they need improvements in their local infrastructure.
