COMMITTEE SUBSTITUTE
FOR ORDINANCE NO. 120317
Authorizing an amendment to a
contract with HDR Engineering, Inc., for the Downtown Street Car Transit
System; and recognizing an emergency.
WHEREAS, the
City of Kansas City, Missouri has conducted an Alternative Analysis and
prepared initial Conceptual Engineering Technical Documents in conjunction with
the Mid-America Regional Council, the Kansas City Area Transportation
Authority, and Jackson County, Missouri; and
WHEREAS, based
on the Alternatives Analysis and initial Conceptual Engineering work, the City
Council in Resolution No. 110764 adopted the modern streetcar on the Main
Street alignment as the preferred alternative; and
WHEREAS,
Ordinance No. 120067 authorized the Director of Capital Projects to enter in to
a contract with HDR Engineering; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF
KANSAS CITY:
Section 1. That
the Director of the Capital Projects Department is hereby authorized to execute,
on behalf of the City, a $499,963.00 Amendment No. 1 with HDR Engineering,
Inc., for Project No. 87022000 - Downtown Street Car Transit System (FTA-KCATA
Grant) from funds previously appropriated to Account No.
12-3090-878044-B-87022000. A copy of the amendment is on file in the Capital
Projects Department.
Section 2. That
this ordinance, relating to the design, repair, maintenance or construction of
a public improvement, is recognized as an emergency measure within the
provisions of Section 503(a)(3)(D) of the City Charter and shall take effect in
accordance with that section.

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
