ORDINANCE NO. 130720

 

Declaring the area included within the E. 27th Street & Troost and Mt. Prospect Redevelopment Project Areas of the Fifth Amended Hospital Hill II Urban Renewal Plan to be a blighted area in need of redevelopment and rehabilitation pursuant to the Land Clearance for Redevelopment Authority Law.

WHEREAS, the City Council, on April 21, 2011, by Ordinance No. 101018, approved the Fifth Amended Hospital Hill II Urban Renewal Plan and declared the area therein to be blighted and in need of redevelopment and rehabilitation pursuant to the Land Clearance for Redevelopment Authority Law; and

 

WHEREAS, on or about May 24, 2011, the Land Clearance for Redevelopment Authority (“LCRA”) entered into the Re-Build KC Contract and was tasked with facilitating the redevelopment of certain HEDFC assets pursuant to an order issued by the U.S. District Court for the Western District of Missouri; and

 

WHEREAS, in furtherance of such task, the LCRA was to obtain an updated blight study for the E. 27th Street & Troost Redevelopment Project Area and the Mt. Prospect Redevelopment Project Area; and

 

WHEREAS, the LCRA issued its request for proposals and selected Sterrett Urban, LLC to provide the updated blight study; and

 

WHEREAS, the updated blight study was conducted in March and April 2013 for the purpose of enabling the LCRA to consider whether to use eminent domain in facilitating the aforementioned redevelopment project areas; and

WHEREAS, the updated blight study found the existence of numerous blighting factors resulting in unsafe conditions in the redevelopment project areas; and

 

WHEREAS, the LCRA approved the updated blight study on July 24, 2013, and has presented the same to the City Council for a declaration that blight does, in fact, exist; and

 

WHEREAS, the Fifth Amended Hospital Hill II Urban Renewal Plan is not being amended such that further review by the City Plan Commission is not required by the Land Clearance for Redevelopment Authority Law; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:


Section 1. That the area included within the E. 27th Street & Troost Redevelopment Project Area and the Mt. Prospect Redevelopment Project Area of the Fifth Amended Hospital Hill II Urban Renewal Plan is declared to be a blighted area in need of redevelopment and rehabilitation pursuant to the Land Clearance for Redevelopment Authority Law.
