COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 160849

 

Authorizing the Director of Parks and Recreation Department to enter into a cooperative agreement with Platte County and directing the Director to pursue all appropriate funding options for the purposes of funding the City’s share of the Tiffany Hills Park and Platte Purchase Park Improvements.

WHEREAS, in August 2000, Platte County citizens voted in favor of a ten (10) year sales tax initiative for parks, storm water, and trail purposes and in 2009 they voted to renew the parks, storm water, and trail sales tax for another ten (10) years; and

 

WHEREAS, on  December 30, 2004, the City and Platte County entered  into a cooperative agreement which resulted in improvements for the athletic fields, trails and roads at Platte Purchase Park; and

 

WHEREAS, the City, with the passage of Resolution No. 29840 and Ordinance No. 120363, entered into a MOU on August 20, 2012, with Platte County for future improvements at Tiffany Hills Park and Platte Purchase Park; and

 

WHEREAS, the City is committed to implementing these recommendations and the Area Plans to create a plan for strategic infrastructure investments that integrate natural features, promote unique development patterns, build civic space, promote sustainable design and construction to assure long term benefit and retention of each investment’s value; and

 

WHEREAS, the County wishes to partner with the City to aggressively implement the next phase of park improvements in Platte Purchase Park and Tiffany Hills Park by 2020; and

 

WHEREAS, on November 8, 2016 the Board of Parks and Recreation Commissioners approved Resolution No. 30734 authorizing the Director of the Parks and Recreation Department to enter into a cooperative agreement with Platte County to construct the park improvements; and

 

WHEREAS, City and County wish to enter into a cooperative agreement regarding the financing of the additional Park Improvements at Tiffany Hills Park and Platte Purchase Park; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of the Parks and Recreation Department is hereby authorized to enter into and execute a cooperative agreement with Platte County for the purpose of constructing the Platte Purchase Park and Tiffany Hills Park improvements lying within the corporate limits of the City.

 

Section 2. That the Director of the Parks and Recreation Department is hereby directed to pursue all appropriate funding options including but not limited to KCI Corridor Tax Increment Financing District, Federal Highway Administration Surface Transportation, Land and Water Conservation, Developer Allotment, and Recreational Trail Program Funds for purposes of funding the City’s share not to exceed two million dollars for the Platte Purchase Park and Tiffany Hills Park Improvements.
