RESOLUTION NO. 120292
Directing the City Manager to
identify and pursue appropriate supplemental funding mechanisms, cost-saving
project delivery methods and alternative funding options for the downtown
streetcar project.
WHEREAS, the
City has actively been pursuing a financing plan for the downtown streetcar
project; and
WHEREAS, part of
that plan included filing a petition to establish a transportation development
district and submitting an application to the U.S. Department of Transportation
requesting $25 Million in TIGER IV grant funds; and
WHEREAS,
Resolution No. 120064 reaffirmed the City’s commitment to an open and inclusive
process and to working collaboratively with all stakeholders on key issues
including, but not limited to, the securing of federal funding, the
implementation of the governing structure, streetcar operator procurement, and
the development of a final financing plan for the downtown streetcar project;
and
WHEREAS, the City
values the relationships that have been built and has worked hard to ensure
that the stakeholders have had a seat at the table throughout this process; and
WHEREAS, some of
the stakeholders are concerned that a transportation development district, if
established, might impose burdens on some property owners within the proposed
district; and
WHEREAS, the
City understands those concerns and is committed to addressing them; and
WHEREAS, there
are a variety of additional ways to fund the downtown streetcar project that
can and should be explored in order to minimize the burdens on any group; NOW,
THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
the City Manager is directed to identify and pursue supplemental funding
mechanisms for the downtown streetcar project including the following, as
appropriate:
1. Transportation Infrastructure Finance and Innovation Act
(TIFIA) assistance
2. Missouri Transportation Finance Corporation (MTFC) assistance
3. State Infrastructure Bank (SIB) assistance
4. New Markets Tax Credit (NMTC) program
5. Surface Transportation Program (STP) funding
6. Congestion Mitigation and Air Quality (CMAQ) funding
7. Bridge Replacement and Rehabilitation Program (BRM) funds
8. Special Parking Benefit District(s)
9. Brownfield Redevelopment Program and other environmental
remediation grants and tax incentives
10. Transportation Enhancements (TE) program
11. “Livability” grants through USDOT, HUD, and EPA
12. USDOT Discretionary programs such as future rounds of TIGER
and Urban Circulator grants
13. FTA Major Capital Investment Grants under New Starts and Small
Starts
14. Historic Tax Credit program
15. Transportation, Community, and System Preservation (TCSP)
program
16. Contribution for Tax Credit Program
17. Statewide Transportation Assistance Revolving (STAR) Fund
Section 2. That the
City Manager is directed to work in collaboration with any transportation
development district approved by the voters to identify and pursue cost-saving
project delivery methods and alternative funding options, as appropriate,
including but not limited to the use of value engineering procedures and
processes and exploring the use of naming rights and sponsorships for
streetcars and stations.
