RESOLUTION NO. 981498
Amending
the South Central Area Plan by amending the Proposed Land Use Map in an area
generally located from 47th to 63rd Streets, Oak to Prospect, by changing the
recommended land uses in two sub-areas, the east side of Paseo from 47th Street
to Volker Boulevard from retail/commercial uses to recreation and open space
uses and the west side of Prospect Avenue to Bruce R. Watkins Drive and Brush
Creek from recreation and open space uses to mixed uses - office/retail/residential.
WHEREAS,
on March 21, 1980, City Council by Resolution No. 51319 adopted the South
Central Area Plan being the Plan for development and redevelopment of that area
bounded by Volker/47th Street on the north, 63rd Street on the south, Prospect
Avenue on the east and Oak Street on the west; and
WHEREAS,
said South Central Area Plan was amended on November __, 1989, through the
adoption of Resolution No. 64742, was again amended on June __, 1989, through
the adoption of Committee Substitute for Resolution No. 63221, and was further
amended on November 6, 1997, through the adoption of Resolution No. 971077; and
WHEREAS,
after further review by the City Development Department it has been deemed
appropriate to amend the South Central Area Plan as it affects that area
located from 47th Street to 63rd Street, Oak Street to Prospect, to modify the
Proposed Land Use Plan and Map for such area from retail/commercial uses and
recreation and open space uses to recreation and open space uses and mixed
uses - office/retail/residential; and
WHEREAS,
public notice of a hearing before the City Plan Commission was published on
November 16, 1998; and
WHEREAS,
the City Plan Commission will consider such amendment to the Proposed Land Use
Plan and Map on February 2, 1999; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section
A. That the South Central Area Plan is hereby amended as to the Proposed Land
Use Plan and Map for that area generally located from 47th Street to 63rd
Street, Oak to Prospect, by changing the recommended land uses in two
sub-areas, the east side of Paseo from 47th Street to Volker Boulevard from
retail/commercial uses to recreation and open space uses and the west side of
Prospect Avenue to Bruce R. Watkins Drive and Brush Creek from recreation and
open space uses to mixed uses - office/retail/residential. A copy of said
amendment to the South Central Area Plan is attached hereto and incorporated
herein by reference.
Section
B. That the Council finds and declares that before taking any action on the
proposed amendment hereinabove, all public notices and hearings required by the
Zoning Ordinance have been given and had.
