RESOLUTION
NO. 180105
Approving the Riverfront Industrial Area Plan as a guide
for the future development, redevelopment, and public investment within the area generally bounded by the city limits on the north, Coal
Mine Road on the south, I-435 south of the Missouri River and the city limits
north of the Missouri River on the east, and I-35/I-29 and generally following
the railroad tracks south of the Missouri River, I-435 & the City of North
Kansas City north of the Missouri river to the west; repealing and replacing the
Birmingham Area Plan, the Northeast Industrial District Area Plan and the
Riverfront Area Plan with the Riverfront Industrial Area Plan; and amending the
Blue Valley Industrial Area Plan and Eastwood Hills Neighborhood Plan by deleting
the portion of the plans covered by the Riverfront Industrial Area Plan.
WHEREAS, on December 29, 1977,
the City Council by adoption of Resolution No. 48539 adopted the Birmingham
Area Plan as a guide for the future development and public investment on land
in Kansas City, generally bounded by the Claycomo city limits on the north, the
Missouri River on the south, Missouri Highway 291 on the east; and Interstate
435 on the west; and
WHEREAS, the
Birmingham Area Plan was amended on September, 29, 1997, through the adoption
of Resolution No. 970539; and
WHEREAS, on June
17, 1983, the City Council by adoption of Resolution No. 55195 adopted the
Northeast Industrial Area Plan as a guide for the future development and public
investment on land in Kansas City, generally bounded by the Missouri River on
the north, the Kansas City Terminal Railroad Tracks on the south, the city
limits on the east, and Chouteau Trafficway on the west; and
WHEREAS, the
Northeast Industrial Area Plan was amended on April 20, 1989, through the
adoption of Resolution No. 63829; and
WHEREAS, on
August 10, 1978, the City Council by adoption of Resolution No. 49413 adopted
the Riverfront Area Plan as a guide
for the future development and public investment on land in Kansas City,
generally bounded by Nicholson Avenue on the northwest, Garland Avenue on the
east, and the Union Pacific Railroad on the south; and
WHEREAS, the
Riverfront Area Plan was amended on October 26, 2006, through the adoption of
Resolution No. 61104; and
WHEREAS, on January 12, 1978,
the City Council by adoption of Resolution No. 48603 adopted the Blue Valley
Industrial Area Plan as a guide for the future development and public
investment on land in Kansas City, generally bounded by the Kansas City
Terminal Railway on the North, Interstate Highway 70 on the south, the city
limits on the east, and Topping Avenue on the west; and
WHEREAS, the Blue Valley
Industrial Area Plan was amended by Resolution No. 930262, adopted April 15, 1993; by Resolution No. 980945, adopted August
27, 1998; by Resolution No. 110976, adopted January 5, 2012; and by Resolution
No. 120874, adopted November 1, 2012; and
WHEREAS, on November 11, 2005, the City
Council by adoption of Resolution No. 51299 adopted the Eastwood Hills Neighborhood Plan as a guide for
the future development and redevelopment of the area generally bounded by
Raytown Road/Stadium Drive on the north, the Blue River on the west, 55th
Street/Blue Parkway on the south and Blue Ridge Cutoff on the east; and
WHEREAS, the
Eastwood Hills Neighborhood Plan was amended by Resolution No. 130876, adopted
November 21, 2013; and by Resolution No. 170434, adopted June 15, 2017; and
WHEREAS, after
all interested persons were given the opportunity to present testimony, the
City Plan Commission did on February 6, 2018, recommend approval of the
Riverfront Industrial Area Plan; and
WHEREAS, the
Riverfront Industrial Area Plan has incorporated the policies of the FOCUS
Kansas City Plan and other appropriate planning documents; and
WHEREAS, the
policies within the Riverfront Industrial Area Plan, which will serve as the
plan of record for this area, are consistent with the policies of the FOCUS
Kansas City Plan, and any future amendments to the Riverfront Industrial Area
Plan should be guided by and comply with the policy direction set forth in the
FOCUS Plan; NOW, THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
Section A. That
the Riverfront Industrial Area Plan is hereby adopted as a guide for the future
development and public investments for that area generally bounded by the city limits
on the north, Coal Mine Road on the south, I-435 south of the Missouri River
and the city limits north of the Missouri River on the east, and I-35/I-29 and
generally following the railroad tracks south of the Missouri River, I-435
& the City of North Kansas City north of the Missouri river to the west. A
copy of the Riverfront Industrial Area Plan is attached hereto, in substantial
form, and is hereby approved.
Section B. That the Blue Valley Industrial Area Plan and
Eastwood Hills Neighborhood Plan are hereby amended by deleting the portion of
the plans covered by the Riverfront Industrial Area Plan.
Section C. That the Birmingham Area Plan, Northeast
Industrial District Area Plan, and the Riverfront Area Plan are hereby repealed
and replaced by the Riverfront Industrial Area
Plan.
Section D. That
the Riverfront Industrial Area Plan is consistent and complies with the FOCUS
Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for
Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City
Plan.
Section E. That
the Council finds and declares that before taking any action on the proposed
Riverfront Industrial Area Plan hereinabove, all public notices have been given
and hearings have been had as required by law.
