COMMITTEE SUBSTITUTE
FOR ORDINANCE NO. 070859
Appropriating $125,000.00 in the
General Fund to support 12th St. Heritage Development Corporation for purposes
of economic development.
WHEREAS, the 12th St.
Heritage Development Corporation has been a past recipient of federal Community
Development Block Grant (CDBG) funds; and
WHEREAS, 12th Street
Heritage Development was ineligible for funding through the 2007 One-Year Action
Plan, which was approved by City Council pursuant to Resolution No. 070289,
due to a qualified financial audit from 2005; and
WHEREAS, 12th St.
Heritage Development Corporation subsequently submitted an unqualified
external financial audit making it again eligible for City financial support;
and
WHEREAS, consistent
with the provisions of Ordinance No. 070062 requiring citizen review of all
funding allocations involving City housing resources, the 12th St. Heritage
Development Corporation proposal was heard by the Citizens Advisory Committee
on Housing on July 27, 2007; and
WHEREAS, funding
for 12th St. Heritage will be used to support economic development activities
in the Paseo West Commercial Area; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That the
sum of $125,000.00 is hereby appropriated from the Unappropriated Fund Balance
of the General Fund (No. 1000) to the following account in the General Fund
(No. 1000):
08-1000-645310-B Economic
Development $125,000.00

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
