RESOLUTION NO. 020258

 

Stating the Councils intention to suspend a guiding principle regarding the targeted increase in funds designated for deferred/capital maintenance purpose for the next fiscal year and stating the Councils intention regarding future budgeting for deferred/capital maintenance purposes.

 

WHEREAS, on October 2, 1997, the Council adopted Second Committee Substitute for Resolution No. 971326, As Amended, which accepted the recommendations of the Community Infrastructure Committee and established certain guiding principles for infrastructure projects; and

 

WHEREAS, one of the guiding principles is:

 

All non-sales tax income presently used to fund the City's general improvement capital improvements should be designated exclusively for deferred/capital maintenance purposes, and the City should strive to increase these resources by $5 million annually through FY 2006 and thereafter increase the funding level in an amount sufficient to cover inflation and the cost of maintaining new structures built over that time period

 

and, although the Council fully agrees with this principle, budget constraints due to economic circumstances beyond the control of the Council prevent the increase in these resources by $5 million in the next fiscal year; NOW, THEREFORE;

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council state their intention (1) to suspend, for FY 2003, the guiding principle regarding the increase by $5 million each fiscal year through FY 2006 in the resources designated for deferred/capital maintenance purposes as set forth in Second Committee Substitute for Resolution No. 971326, As Amended and (2) to appropriate $8 million in FY 2004 for deferred/capital maintenance purposes in order to catch up to the funding levels set out in the guiding principle.
