COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 140656

Estimating revenue and appropriating $400,000.00 in the HOME Investment Fund; authorizing a contract with Westside Housing Organization, Inc. to acquire, rehabilitate and sell houses in the Manheim Park Target Area through the HOME Investment Partnerships Program; and designating requisitioning authority.

WHEREAS, on March 8, 2012, through Committee Substitute for Resolution No. 120159, the Council approved the 2012 One-Year Action Plan; and

WHEREAS, on March 8, 2012, City Council passed Committee Substitute for Resolution No. 120159 which approved the 2012-2016 Consolidated Five Year Plan (“Plan”) and the revised 2012 One Year Action Plan; and

WHEREAS, the Plan identified seven target areas including: the Heart of the City, Greater Downtown, Swope, Midtown/Plaza, Hickman Mills/Ruskin, Briarcliff/Winnwood and Truman Plaza, as well as specific sub-target areas in which development of single family housing and minor home repair services are to be implemented; and

WHEREAS, one of those sub-target areas is the Manheim Park Target Area, located generally from 43rd to 44th Street along Tracy Avenue; and

WHEREAS, the 2012 One Year Action Plan approved HOME Investment Partnerships Program (“HOME”) funding be used for the acquisition, rehabilitation and sale of homes to qualified low income persons; NOW, THEREFORE,

 BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That revenue in the amount of $400,000.00 is estimated in the HOME Investment Fund in the following account in the HOME Investment Fund:

 15-2940-550001-G55HOME12 HUD Grants $400,000.00

Section 2. That $400,000.00 is appropriated from the Unappropriated Fund Balance of the HOME Investment Fund to the following account in the HOME Investment Fund:

15-2940-555311-G55HOME12 Neighborhood Revitalization $400,000.00

Section 3. That the Director of Neighborhoods and Housing Services is authorized to enter into and execute, on behalf of the City of Kansas City, Missouri, a contract for $400,000.00, from account number 15-2940-555311, with Westside Housing Organization, Inc.. A copy of the contract, in substantial form, is on file in the office of the Director of Neighborhoods and Housing Services.

Section 4. That the Director of Neighborhoods and Housing Services is designated as requisitioning authority for Account No. 15-2940-555311.

  I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
