RESOLUTION NO. 030187

 

Approving an amendment to the Santa Fe Area Plan, being part of Kansas City bounded by Troost Avenue on the west, 23rd Street on the north, I-70 and Topping Avenue on the east and 31st Street on the south, by modifying the Land Use Plan and Map for an area of approximately 3.07 acres generally located at the southwest corner of 30th Street and Benton Boulevard to recommend medium density residential uses instead of public/semi-public uses and retail commercial uses. WHEREAS, on January 14, 1977, the City Council, through the adoption of Resolution No. 47288, adopted the Santa Fe Area Plan as a plan for future development within an area generally bounded by Troost Avenue on the west, 23rd Street on the north, I-70 and Topping Avenue on the east and 31st Street on the south; and

 

WHEREAS, said Santa Fe Area Plan was amended on October 15, 1987, through the adoption of Resolution No. 61470; was amended on October 15, 1987, through the adoption of Resolution No. 64818; was amended on September 1, 1994, through the adoption of Resolution No. 940972; was amended on May 23, 2002, through the adoption of Resolution No. 020441; and was further amended on August 15, 2002, through the adoption of Resolution No. 020913; and

 

WHEREAS, after further review by the City Development Department it has been deemed appropriate to amend the Santa Fe Area Plan as it affects that area of land generally located at the southwest corner of 30th Street and Benton Boulevard by modifying the Proposed Land Use Plan and Map for such area from retail commercial and public/semi-public to medium density residential; and

 

WHEREAS, public notice of a hearing before the City Plan Commission was published on January 20, 2003; and

 

WHEREAS, the City Plan Commission considered such amendment to the Proposed Land Use Plan and Map on February 4, 2003; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on February 4, 2003, recommend approval of the proposed amendment to the Santa Fe Area Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Santa Fe Area Plan is hereby amended by repealing the Land Use Plan and Map and approving a new Land Use Plan and Map which changes the recommended land uses from public/semi-public and retail commercial to medium density residential uses for that area of approximately 3.07 acres generally located at the southwest corner of 30th Street and Benton Boulevard. A copy of the amended Land Use Plan and Map for the Santa Fe Area Plan, is attached hereto and incorporated herein by reference, as Exhibit A and is hereby approved.


Section B. That the amendment to the Santa Fe Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by the Zoning Ordinance have been given and had.
