COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 970178
Directing the Kansas City Power & Light Company to
provide priority for new and improved streetlights for high crime areas, places
with no existing streetlights, and Public Improvement Advisory Committee
projects approved but later held pending the resolution of negotiations between
the City and Kansas City Power & Light Company.
WHEREAS, the Kansas City, Missouri City Council has
recently entered into an agreement with the Kansas City Power & Light
Company for purchase, redesign, and upgrade of the existing streetlighting
system of Kansas City, Missouri; and
WHEREAS, illumination has been shown to have
substantial impact on reducing the incidence of crime in urban areas; and
WHEREAS, the City Council of Kansas City, Missouri,
has made design and installation of a new and improved streetlight system its
number one priority consistent with the concerns expressed by the public; and
WHEREAS, the City Council having studied the issue
desires that three types of areas be given the highest priority as the Joint
Operating Committee established by the Streetlight Agreement establishes the
design of the system: (1) areas of a high concentration of part one crimes; (2)
places with no existing lights; and (3) PIAC projects approved but later held
pending the resolution of the City's negotiations with KCP & L; and
WHEREAS, the City Council desires to have the
redesign and installation of new lights prioritized first to those areas where
they will have a maximum impact on public safety; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the design and installation of the
new and improved streetlighting system shall be prioritized to provide for
re-illumination or illumination of the following areas:
Those with the highest incidences of part one
crime;
Those with no existing streetlighting; and
At the direction of the appropriate Council
members, those areas where projects were
approved by the PIAC but subsequently held
pending the resolution of the negotiations
between the City and KCP & L for a
streetlighting agreement.
Section 2. That for purposes of this resolution,
the high crime areas shall be defined as those areas of the City of Kansas
City, Missouri, where there occur the highest incidence of part one crimes
during the year 1996 as recorded and documented by the Kansas City, Missouri
Police Department.
Section 3. That a copy be spread upon the minutes
of the City Council of Kansas City, Missouri, and delivered to the officers of
the Kansas City Power & Light Company.
