RESOLUTION NO. ______

 

Supporting the submission of the Guinotte Manor HOPE VI Plan to HUD, as amended by a final concept plan prepared by the City, and committing to its implementation.

 

WHEREAS, on March 6, 1997, the City Council approved Resolution No. 970280 supporting the City's submission of its Riverfront Park Urban Village Redevelopment Plan to the Housing Authority of Kansas City for the redevelopment of the Guinotte Manor housing project; and

 

WHEREAS, the City and the Housing Authority of Kansas City agreed to retain an independent cost estimator to determine the cost of building 219 public housing units according to the City's design concept; and

 

WHEREAS, the independent cost estimator has determined that the cost of the proposed design is below the City's budget estimate as stated in the final concept plan; and

 

WHEREAS, the City understands that the Housing Authority of Kansas City intends to submit an amended plan to HUD on April 11, 1997, which alters the design of the project in accordance with the City's proposed urban village concept plan; and

 

WHEREAS, the City believes that the plan submitted by the Housing Authority of Kansas City will include the following components:

 

1. The construction of a maximum of 219 public housing units on the Guinotte Manor site according to the exterior design concept and budget included in the City's Riverfront Park Urban Village Redevelopment Plan, and interior designs as previously designed and approved by the tenants.

 

2. The City proposes to fund up to $962,460.00, if necessary, from City sources to fund any gap between available HOPE VI funds and actual construction and redesign costs for the construction of 219 units in accordance with the amended plan.

 

3. The City will streamline all code and zoning approvals to allow the project to meet a time schedule to re-design and bid the project by August 5, 1997.

 

4. The City will inspect public streets within the Guinotte Manor project area and, if improvements are required, schedule such improvements after all construction of the housing has been completed, thus removing public street improvements from the project budget. The City also commits to designing and constructing an extension to 4th Street between Forest and Tracy, estimated at $120,000.00.

 

5. The City will inspect and, if necessary, trim all trees lining any public streets within the Guinotte Manor project area, thus removing tree trimming from the project budget.

 

6. The City proposes to provide a new wading pool and additional playground space at the Garrison Center.

 

7. The City and its representative(s) shall be allowed full access to review and make suggestions to the Housing Authority's architect to assure the project is designed and bid as shown in the City's concept plan, and to review the construction specifications, plans and bids to provide maximum feasible assurance that the project will be built within the project's budget as stated in the Final Concept Plan.

 

8. The sale of 77 new, off-site housing units, to be built by the City or its representative(s) on property acquired by the City for housing or on land controlled by the City or through its agent(s) to the Housing Authority for $70,000.00 per unit on sites selected by the Housing Authority through a committee of Housing Authority of Kansas City and resident representatives and approved by the U.S. Department of Housing and Urban Development. The sites will be in conformance with the City's 1997 Consolidated Housing and Community Development Plan, as approved by HUD. Upon approval of sites by the Housing Authority of Kansas City and HUD, the City will provide up to 34 units during 1997, and 43 units in 1998. City staff and the Housing Authority shall report progress on transferring such units to the City Council by October 1 of each year, and make any recommendations necessary to assure the transfer of the 77 units.

 

9. Proposes that the City use up to $1,155,000.00 of existing and future Community Development Block Grant funds to fund the gap between the $70,000.00 price to the Housing Authority and the actual cost of land and construction costs for each unit.

 

10. Proposes that the City use up to $1,000,000.00 of future Community Development Block Grant Funds to support the development of private housing on the western portion of the site, and, if deemed necessary by the City and Housing Authority, to use a portion of these funds to clear the site for development, and to include a joint five person Project Review Team consisting of one person from the City, one person from the Housing Authority, one person from Guinotte Manor tenants, one person from the Columbus Park Neighborhood, and one person from the U.S. Department of Housing and Urban Development for selection of a private developer for the site; and

 

WHEREAS, the City reaffirms its commitment to the Guinotte Manor tenants and Columbus Park Neighborhood to provide additional neighborhood planning activities for improvements to the 5th Street Commercial Corridor and in-fill, private single family housing in the neighborhood; and

 

WHEREAS, the City reaffirms its belief that the Guinotte Manor HOPE VI plan, as amended by the Riverfront Park Urban Village Redevelopment Plan and subsequent City commitments, represents a giant step toward a future of working in partnership with the Housing Authority to provide safe, decent and sanitary public housing while at the same time preserving and bettering the City's neighborhoods; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and City Council support the submission of the Guinotte Manor HOPE VI plan, as amended by the Riverfront Park Urban Village Redevelopment plan, to the U.S. Department of Housing and Urban Development, and directs the City Manager to prepare necessary ordinances and agreements to implement said plan for Council consideration and approval.
