RESOLUTION NO. 160142

 

Amending the Heart of the City Area Plan by changing the land use recommendations on a total of 6.8 acres in the area of E. 31st Street and E. Linwood Boulevard. (685-S-7).

 

WHEREAS, an application was submitted by Robert D. Long of the Land Clearance for Redevelopment Authority, to amend the Future Land Use Map of the Heart of America Area Plan as it affects 6.8 acres of land, in two locations with the first being the block bordered by E. 31st Street, Mersington Avenue, E. Linwood Boulevard and Cleveland Avenue, from Mixed Use Neighborhood and Residential Low Density (Urban) to Institutional and the second changing the land use recommendation on the portioned block bordered by E. 31st Street, Cleveland Avenue and E. Linwood Boulevard from Institutional, Parks and Residential Low Density (Urban) to Residential Medium-High Density; and

 

WHEREAS, the Council adopted the Heart of the City Area Plan through Resolution No. 110159, as amended on April 21, 2011, which Plan established guidelines and standards for future development and redevelopment of the plan area; and

 

WHEREAS, because of planning and other considerations, it is appropriate to make the requested changes; and

 

WHEREAS, a legal notice of this matter was published on January 4, 2016, as required by law, and a public hearing was held by the City Plan Commission on January 19, 2016, in the Council Chambers on the 26th Floor of City Hall; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Heart of the City Area Plan is hereby amended for about 6.8 acres of land, in two locations with the first being the block bordered by E. 31st Street, Mersington Avenue, E. Linwood Boulevard and Cleveland Avenue, from Mixed Use Neighborhood and Residential Low Density (Urban) to Institutional and the second changing the land use recommendation on the portioned block bordered by E. 31st Street, Cleveland Avenue and E. Linwood Boulevard from Institutional, Parks and Residential Low Density (Urban) to Residential Medium-High Density.

Section B. That this amendment to the Heart of the City Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices have been given and hearings held as required by the Zoning and Development Code.
