RESOLUTION

Directing the City Manager to
explore available options and best practices to address the use and removal of
paint markings on the City’s right-of-way.
WHEREAS, marking
of underground facilities is needed for proper and safe excavation; and
WHEREAS, proper
marking must be visible for as long as excavation work takes place to protect
the safety of the public and contractors; and
WHEREAS, painting is one the most effective
marking techniques used by contractors and locate companies; and
WHEREAS, the City
is committed to the safety of the public, contractors, and facilities involved
during excavation work; and
WHEREAS, the
Council believes that the use of paint markings should remain as long as
necessary during the excavation work; and
WHEREAS, paint
markings that remain on the public right-of-way for extended periods of time
long after the excavation work is complete are unsightly and negatively impact
the appearance and livability of the City’s neighborhoods; and
WHEREAS, the
Council believes that a collaborative effort between the City, contractors, and
stakeholders can produce effective, efficient, and affordable results that can
address the need to preserve public safety while preserving the appearance of
the public right-of way in neighborhoods; NOW, THEREFORE,
BE IT RESOLVED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
the City Manager is hereby directed to explore available options and best
practices to address the use and removal of paint markings on the City’s
right-of-way.
Section 2. That
the City Manager is hereby directed to report back to the City Council with his
findings and recommendations by August 1, 2016.
