Reducing
appropriations in the amount of $561,111.00 in the 98 Local Law Enforcement BJA
account; appropriating $561,111.00 to the Transitional Schools Program account;
designating requisitioning authority; authorizing and approving the City to
enter into a cooperative agreement with the Kansas City, Missouri School
District; and directing the City Clerk to file the cooperative agreement with
the appropriate offices.
WHEREAS,
Ordinance No. 970264 authorized the Mayor to accept a Local Law Enforcement
Block Grant from the United States Department of Justice in which a portion of
the funds would be directed toward juvenile crime prevention, and the Jackson
County Prosecutors Office provided the matching funds for this program in the
amount of $61,111.00; and
WHEREAS,
the Mayor and the Jackson County Prosecutor have initiated and developed a
continuum of care to provide enhanced educational and social services for
at-risk youth; NOW, THEREFORE,
BE
IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section
1. That the appropriation in the following account in the Local Law
Enforcement Grant Fund is reduced by the following amount:
98-241-057-2530-B 98
Local Law Enforcement BJA $561,111.00
Section
2. That the sum of $561,111.00 is hereby appropriated from the Unappropriated
Fund Balance of the Local Law Enforcement Block Grant Fund to the following
account:
98-241-057-1040 Transitional
Schools Program $561,111.00
Section
3. That the Director of Neighborhood and Community Services is hereby
designated as requisitioning authority for Account No. 98-241-057-1040.
Section
4. That the Director of Neighborhood and Community Services is authorized to
execute, on behalf of the City, a cooperative agreement with the Kansas City,
Missouri School District in an amount up to $561,111.00 for the transitional
schools program. The subcontractor, the Alternative Schools Network, to be
used to hire, train and support staff and expand the number of returning
drop-outs, chronically truant and behaviorally at-risk students, is approved.
The cooperative agreement is approved in substantial form as that on file with
the City Clerk.
Section
5. That the City Clerk is hereby directed to cause a copy of this cooperative
agreement to be filed in the office of the Secretary of State of Missouri and
in the office of the Recorder of Deeds for Jackson County, Missouri, pursuant
to RSMo, Section 70.300 (1994).

I hereby certify that there is a balance,
otherwise unencumbered, to the credit of the appropriation to which the
foregoing expenditure is to be charged, and a cash balance, otherwise
unencumbered, in the treasury, to the credit of the fund from which payment is
to be made, each sufficient to meet the obligation hereby incurred.
