RESOLUTION NO. 140144

 

Establishing a community advisory group for the private inflow and infiltration reduction program implemented consistent with the overflow control plan consent decree.

 

WHEREAS, by Ordinance No. 100280 the City authorized the City Manager to execute the federal consent decree which provided for the City’s overflow control plan; and

 

WHEREAS, part of the OCP is the development of an inflow and infiltration reduction program; and

 

WHEREAS, community involvement is essential to the successful implementation of this element of the OCP; and

 

WHEREAS, the Water Services Department and the Mayor and Council will benefit from community involvement in addressing policy issues, such as, but not limited to:

 

·         Who pays for the work?

·         Is participation in the program mandatory or voluntary?

·         What are the enforcement actions in a mandatory program?

·         How does WSD ensure high participation in a short timeframe, due to consent decree deadlines?

·         How can WSD make sure sources are not reconnected?

·         Who does the disconnection work?

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That there is established a community advisory group of no more than 15 people, including at least two co-chairs, appointed by the Mayor to advise the City on the development of a private inflow and infiltration reduction program.

 

Section 2. That the City Manager will provide staff assistance to the advisory group.
