RESOLUTION NO. 140767

 

Honoring the 20th anniversary of the Violence Against Women Act.

 

WHEREAS the Violence Against Women Act was introduced and enacted into federal law on September 13, 1994, and

 

WHEREAS the Violence Against Women Act has improved the criminal justice response to violence against women and ensured that victims and their families have access to the services they need to achieve safety and rebuild their lives; and

 

WHEREAS the Violence Against Women Act has created positive change as more victims are reporting domestic and sexual violence to police, reports to police are resulting in more arrests; and

 

WHEREAS, states have reformed their laws to take violence against women more seriously, all states have changed laws that previously treated date and spousal rape as a lesser crime than stranger rape, all states have passed laws making stalking a crime, all states have authorized warrantless arrests in misdemeanor domestic violence cases where the responding officer determines that probable cause exists, and all states provide for criminal sanctions for the violation of a civil protection order; and

 

WHEREAS, the Violence Against Women Act was reauthorized in 2013 to extend the protections for victims of Domestic Violence; and

 

WHEREAS, Missouri ranks 7th nationally in domestic violence homicides, it is our duty to continue to be vigilant to combat domestic violence; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby honor the 20th anniversary of the Violence Against Women Act; and

 

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to the Domestic Violence Section of the Special Victims Unit and community support organizations, with appreciation from the Mayor and Council for their tireless efforts to protect the victims of domestic violence.
