RESOLUTION NO. 001427

Expressing the deep sorrow of the Mayor and Council on the deaths of Governor Mel Carnahan, Randy Carnahan and Chris Sifford.

WHEREAS, the Mayor and City Council are deeply saddened by the untimely deaths of Governor Mel Carnahan, his son Roger (Randy) Carnahan and friend and adviser Chris Sifford; and

WHEREAS, Mel Carnahan served as Governor of Missouri for two terms, and will be remembered for so much, not the least of which was his profound belief that politics and public service are meaningful and noble callings; and

WHEREAS, Mel Carnahan began his elective career as a judge in Rolla, Missouri in 1960, was elected to the Missouri House in 1962 and in 1980, he was elected State Treasurer. His return to private life in 1985 was brief, and in 1988 he won the Lieutenant Governor position and in 1992 and again in 1996, he was elected Governor of the State of Missouri; and

WHEREAS, Governor Carnahan took pride in his devotion to the children of Missouri and in his first term as Governor was responsible for great education reforms and substantially improved funding for education across the state. The son of teachers, Governor Carnahan knew the importance and value of education and was deservedly proud of the passage of the Outstanding Schools Act in 1993. His concern for and steadfast dedication to the children of Missouri earned the respect and gratitude of people throughout the state; and

WHEREAS, Governor Carnahan was a truly good man, devoted to Missouri and its people. He was a loving husband, father and grandfather. We mourn with Missouris First Lady Jean, her children, Russ, Tom and Robin, and grandchildren, Andrew and Austin. Their loss is incomprehensible and our hope is for their solace at this tragic time; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council express their deep sorrow on the tragic deaths of Governor Mel Carnahan, Randy Carnahan and Chris Sifford; and

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that copies hereof be presented to the Carnahan and Sifford families in token of the respect, admiration and esteem in which Governor Carnahan was held, and in token of sincere sympathy for the families of these good men.
