COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 190539

Directing the City Manager to have the Department of Water Services identify and contract with a third party to develop and recommend processes and procedures for issues related to new residential water meters.

WHEREAS, the City Auditor’s Office released an audit evaluating whether the Water Services Department appropriately tests and replaces 5/8” water meters to ensure meter accuracy; and

WHEREAS, the audit concluded that although Water Services tests new meters, it does not follow some recommended practices; and

WHEREAS, the audit also concluded that although Water Services tested meters pulled from service in a timely manner, it could improve how it tests the accuracy of these meters; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

The City Manager is directed to have the Water Services Department identify and contract with a third party to review the City’s process for receipt, acceptance and installation of new residential water meters; develop and recommend a program for new residential water meters, including their type, receipt, processing, installation and removal and the timing appropriate for these actions.
