COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 140208

Authorizing the Fire Chief to enter into a contract with Advanced Data Processing, Inc., a subsidiary of Intermedix Corporation, to perform emergency medical services billing for the City’s ambulance services (Contract #EV1830) and the expenditure of previously appropriated funds in the amount of $835,000.00.

  WHEREAS, the City issued a Request for Proposals on September 3, 2013, inviting the submission of proposals for a contractor to provide billing services when emergency medical services are provided by the City; and

  WHEREAS, after receiving all the proposals for such billing services, the City decided to negotiate a contract with Advanced Data Processing, Inc.; and

WHEREAS, the City has negotiated a five year contract, subject to annual appropriation of funds, with Advanced Data Processing with consideration for such contract being a percentage of the net collections made by Advanced Data Processing, Inc.; and

WHEREAS, the execution of a contract with Advanced Data Processing would bring a new business into the City; and

WHEREAS, Advanced Data Processing would make ten job offers to existing City employees interested in working for the company; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Fire Chief is hereby authorized to enter into a contract, on behalf of the City, with Advanced Data Processing, Inc., a subsidiary of Intermedix Corporation, to perform the emergency medical services billing for the City’s ambulance services. A copy of the contract (#EV1830) is on file in the Procurement Services Division.

Section 2. That it is the intent of the City Council that no labor class employees currently performing the duties that are the subject of the contract authorized by this ordinance have their City employment terminated for the sole reason that their performance of such duties has been made redundant by such contract.

Section 3. That the City Manager is directed to take all actions that are available to the City and consistent with the City’s collective bargaining agreements to maintain the City employment and current salaries of individuals impacted by the contract authorized by this ordinance.

 


 

Section 4. That the Fire Chief is hereby authorized to expend up to $835,000.00 from funds previously appropriated in the following account:

 

15-2280-232520-B Ambulance Operations $835,000.00

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the forgoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
