RESOLUTION NO. 130348

Expressing the Mayor and City Council’s support for TIGER Discretionary Grant 2013 Application, and the City’s commitment to provide the local matching funds for the Downtown Streetcar project through Transportation Development District funding; and expressing the Mayor and City Council’s support for the project and application submittal.

  WHEREAS, the U.S. Department of Transportation National Infrastructure Investments under the Consolidated and Further Continuing Appropriations Act, 2013 appropriated $473,847,000.00 to be awarded by the Department of Transportation (“DOT”) for National Infrastructure Investments; and

WHEREAS, because of the similarity in program structure to the appropriation for the Transportation Investment Generating Economic Recovery, or “TIGER Discretionary Grant” program, DOT is referring to the grants for National Infrastructure Investments under the Fiscal Year 2013 Appropriations Act as “TIGER Discretionary Grants – FY 2013”; and

WHEREAS, a Notice of Funding Availability for TIGER 2013 Discretionary Grants was published in the Federal Register on April 22, 2013 indicating that awards will be made to projects having a significant impact on the country, a metropolitan area or a region and may be used for up to eighty percent (80%) of the costs of a project; and

WHEREAS, the City is working on a TIGER 2013 Discretionary Grants application; and

WHEREAS, the City has an approved Locally Preferred Alignment (LPA), an approved Finding of No Significant Impact (FONSI) and is continuing to advance forward the Engineering for the Downtown Streetcar; and

WHEREAS, the City has obtained federal transportation funding grants of $16,000,000.00 Surface Transportation Program (STP) funding, and $1,100,000.00 Congestion Mitigation Air Quality (CMAQ) funding for approximately seventeen percent (17%) of the project; and

WHEREAS, the City will be the applicant requesting a $20,000,000.00 TIGER 2013 grant and providing support for initial streetcar implementation; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council support the TIGER 2013 Discretionary Grant application to be filed by the City for the Downtown Streetcar project and are committed to providing the local matching funds through the Transportation Development District.
