RESOLUTION NO. 100422

 

Expressing the City of Kansas City, Missouri’s support for a regional rapid rail passenger system and endorsing Jackson County, Missouri’s request for a federally funded alternatives analysis.

WHEREAS, a multimodal, multi-jurisdictional transportation system is critical to the long-term economic competitiveness and success of the City and the metropolitan region; and

WHEREAS, the City Council and the citizens of Kansas City continue to support the development of a regional rapid rail transit component of such a system; and

WHEREAS, Jackson County has led a wide-reaching and continually increasing coalition of governmental, business and civic organizations in support of a regional rapid rail passenger system and the acquisition of federal funding to study future transit possibilities; and

WHEREAS, the plans currently being proposed by Jackson County include a 134 mile, multi-line, rapid rail passenger system that would serve the metropolitan region and would be expandable to serve additional cities and regions in the future; and

WHEREAS, such a system is environmentally beneficial and would make use of the metropolitan region’s abundance of existing rail lines that are currently being underutilized; and

WHEREAS, the Obama administration has proven itself committed to funding public transportation needs and is anticipated to make anywhere from $30 to $50 billion in funding available for distribution within the next few years to fund rail transit improvements; and

WHEREAS, the City supports the efforts of the broad-based coalition being assembled by Jackson County since they increase the metropolitan region’s ability to be competitive and maximize our chances of being awarded federal rail transit funding when it becomes available; and

WHEREAS, an alternatives analysis will be required as a condition of any federal grant and will provide the needed information to ensure the development of a sound, affordable and accessible rapid rail passenger system; and

WHEREAS, Jackson County, to these ends, is presently attempting to obtain $4.5 million in federal funding to conduct such an alternatives analysis; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City of Kansas City, Missouri supports the concept of the regional rapid rail passenger system proposed by Jackson County, Missouri.

Section 2. That the City of Kansas City, Missouri supports Jackson County, Missouri’s efforts to obtain federal funding for purposes of conducting an alternatives analysis for a regional rapid rail passenger system.
