ORDINANCE NO. 130644

Authorizing the Director of Neighborhoods and Housing Services to accept and enter into grant agreements with the U.S. Department of Housing and Urban Development (“HUD”) for the 2012 Continuum of Care Program (formerly known as the Supportive Housing Program) and to enter into contracts with various nonprofit sub-recipients for delivery of services to homeless families and individuals in the Kansas City, Missouri area; estimating additional revenues and appropriations in the amount of $176,790.94 in the General Fund; and designating requisitioning authority.

WHEREAS, HUD has approved the Continuum of Care Program grant funding for the City of Kansas City, Missouri (“City”) to provide for rental assistance for permanent supportive housing and rapid rehousing at scattered sites; and

WHEREAS, this ordinance gives authorization to the Director of Neighborhoods and Housing Services to accept and execute grant agreements with HUD for the 2012 Continuum of Care Program Grants in the amount of $734,023.00; and

  WHEREAS, in order to execute the terms of the agreements with HUD, the City must enter into contracts with the designated non-profit sub-recipient agencies represented in the City’s application for 2012 Continuum of Care funding; NOW, THEREFORE,

 BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

  Section 1. That the Director of Neighborhoods and Housing Services is authorized to enter into grant agreements with the U.S. Department of Housing and Urban Development for the 2012 Continuum of Care Program grant for the provision of homeless services, permanent housing and rapid rehousing at scattered sites for homeless families and individuals.

Section 2. That the revenue estimate in the following account of the General Fund is increased in the following amount:

14-1000-570001-477600 Continuum of Care Program $176,790.94

  Section 3. That $176,790.94 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account:

14-1000-575203-A Continuum of Care Program $ 2,212.94

14-1000-575203-B Continuum of Care Program 174,578.00

TOTAL $176,790.94

 


Section 4. That the Director of Neighborhoods and Housing Services is authorized to enter into contracts with the following organizations with funds appropriated to Account No. 14-1000-575203-B:

 

Community LINC (G57SHLI12) $124,092.00

Benilde Hall (Mohart Road to Housing) 174,578.00

Newhouse (G57SHNE12) 32,464.00

reStart, Inc.- Homeless Services Center (G57SHHR12) 201,339.00

reStart, Inc. - Transitional Housing (G57SHRE12) 47,610.00

United Services Community Action Agency 136,053.00

TOTAL $716,136.00

 

Section 5. That the Director of Neighborhoods and Housing Services Department is designated requisitioning authority for Account No. 14-1000-575203.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
