COMMITTEE SUBSTITUTE
FOR ORDINANCE NO. 080287
Reestimating revenue in the
additional amount of $700,000.00 and appropriating it in the Health Levy Fund; authorizing
contract amendments with Cabot Westside, Northland Health Care and KC Free
Health Clinics for health care services for the indigent residents of Kansas City, Missouri; appropriating $200,000.00 to Southland Health Care; and designating
requisitioning authority.
WHEREAS, a
significant need continues to exist for health care services for the uninsured
and underinsured residents of the City of Kansas City; and
WHEREAS, the City of
Kansas City has received tax revenue for the Health Levy in excess of currently
contracted amounts with Safety Net Providers; and
WHEREAS, the contracted
Safety Net Providers, Northland Health Care Access has identified a need for
support of a school-based primary care clinic in the NKC School District at
Crestview Elementary School, Cabot Westside Health Clinic has identified a need
for support of continuing operations and KC Free Health Clinic has identified a
need to support the provision of continuing care operations, to sustain and
improve health care to the indigent population of Kansas City; and
WHEREAS, an existing
gap in health care services for indigent Kansas City residents south of 75th
Street has been identified, the Health Department shall work with the City
Council and the contracted Safety Net Providers to identify the most effective
Safety Net Provider and location south of 75th Street; and
WHEREAS support
for these needs will improve and expand care given to this brittle segment of Kansas Citys citizens; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY;
Section 1. That
revenue in the amount of $500,000.00 in the Health Levy Fund is hereby reestimated
in the following amount:
08-2330-120000-450000 Health
Levy Property Tax $500,000.00
Section 2. That revenue
in the amount of $200,000.00 in the Health Levy Fund is hereby estimated in the
following amount:
09-2330-120000-450000 Health
Levy Property Tax $200,000.00
Section 3. That
$500,000.00.00 is appropriated from the Unappropriated Fund
Balance of the Health Levy Fund to
the following accounts in the Health Levy Fund:
08-2330-512135-F Northland
Health Care Access $100,000.00
08-2330-512136-F Cabot
Westside Health Clinic 250,000.00
08-2330-512138-F KC
Free Health Clinic 150,000.00
TOTAL $500,000.00
Section 4. That
$200,000.00 is appropriated from the Unappropriated Fund Balance of the Health
Levy Fund to the following account in the Health Levy Fund:
09-2330-512130-F Southland
Health Care $200,000.00
Section 5. That
the Director of Health is hereby authorized to expend the sum of $500,000.00
from funds previously appropriated to Account Nos. 08-2330-512135, 08-2330-512136
and 08-2330-512138 for contract amendments with Cabot Westside, Northland
Health Care and KC Free Health Clinics.
Section 6. That
the Director of Health is designated as requisitioning authority for Account No.
09-2330-512130.

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
