COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 180550

 

Directing the City Manager to undertake a comprehensive review of policies related to Fire Department staffing in an effort to reduce associated overtime costs, to implement near term strategies for reducing Fire Department overtime costs, to investigate and evaluate all options for reducing Fire Department overtime costs in preparation for future collective bargaining discussions, and to report back to the City Council the status of these directives and any recommendations.

 

WHEREAS, the City has experienced significant increases in cost associated with Fire Department overtime, incurring the following unanticipated overtime cost since 2013:

Grand Total $23,754,910.87;

and

WHEREAS, the Fire Chief was directed by the Finance and Governance Committee to report on staffing and overtime; and

WHEREAS, the Fire Department has proposed steps to reduce Modified Duty – Compensable; and

WHEREAS, the Finance Department and Fire Department presented staffing alternatives on May 16, 2018, that could result in a reduction in cost associated with Fire Department overtime; and

WHEREAS, it is the desire of the City Council to reduce costs associated with overtime while maintaining a high level of public safety; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Manager is hereby directed to undertake a comprehensive review of policies related to Fire Department staffing in an effort to reduce associated overtime costs.

 

Section 2. That the City Manager is hereby directed to implement near term strategies for reducing Fire Department overtime that are not in conflict with the current Collective Bargaining Agreement with Local 42, I.A.F.F., including but not limited to the following:

a)      Reduce Modified Duty – Compensable

b)      Review staffing and Deployment

c)      Review and remove (as needed) categories for overtime not allowed for within the Collective Bargaining Agreement

 

Section 3. That the City Manager is hereby directed to investigate and evaluate all options for reducing Fire Department overtime so as to prepare the City for a productive dialogue with the exclusive bargaining unit for identified Fire Department employees in future collective bargaining discussions, including but not limited to the following:

 

a)      The minimum staffing requirements

b)      The number of companies

c)      The relocation of companies

 

Section 4. That the City Manager is directed to investigate and evaluate the feasibility of programs that can assist the Fire Department in its duties while lowering the need or cost for overtime, including but not limited to the following:

 

a)         A Sick Leave Incentive Program

b)         Community Paramedic Program

c)         Expansion of Basic Life Support (BLS) Ambulances

d)        Creation of a CAP Program

e)         Billing for Overtime related to Standby Events

f)          Length of time for hiring of positions

 

Section 5. That the City Manager is directed to report back to the City Council within six months on the status of the directives identified in Sections 1-4 above, together with any recommendations.
