RESOLUTION NO. 180999

Honoring and recognizing Stuart W. Bullington on his retirement from the Department of Neighborhoods and Housing Services after 29 years of dedicated and exemplary service to the City of Kansas City, Missouri.

WHEREAS, Stuart Bullington began his career in his home state of Nebraska researching for the state legislature and later for the City of Omaha as a Community Developer. He moved then moved work to the City of Pocatello, Idaho and later the Southeast Idaho Council of Governments. Stuart brought family to Kansas City, Missouri in December 1989 as the Chief Housing Planner with the Department of Housing and Community Development; and

WHEREAS, Stuart received his Bachelors of Science degree from the University of South Dakota where he was a four-year varsity letterman in football and his 1972 team was inducted into the school’s Hall of Fame. Stuart received his Master’s in Community and Regional Planning from the University of Nebraska at Lincoln and is a Senior Executive Fellow at the Kennedy School of Government, Harvard University; and

WHEREAS, Stuart’s contributions to our city are quite extensive, however he is far too humble to take individual ownership for any project. Yet without his vision, creativity and leadership, many projects would not have been accomplished such Beacon Hill, Troostwood and numerous affordable housing projects; and

WHEREAS, Stuart, throughout his outstanding career, has established a reputation as being a problem solver. He redefined the Beacon Hill CDBG eligibility from Low Mod Area benefit to Slum and Blight thereby saving the City $13 million; and

WHEREAS, Stuart’s dry sense of humor, while sometimes hard to find, combined with his lack of hearing may give the false impression that he is a bit aloof; however, the reality could not be further from the truth. Stuart’s passion for the revitalization of our community and his championing will be greatly missed by not only by City staff but also by the community that he has so dutifully served; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby extend their sincere appreciation to Stuart Bullington for his 29 years of distinguished and exceptional service to Kansas City, together with heartiest best wishes for the future; and

BE IT FURTHER RESOLVED, that this Resolution be spread upon the Minutes of the Council in testimony thereof, and that a copy hereof be presented to him in token of the grateful appreciation of the Mayor and Council for the excellent services and leadership provided by him to the City, its officers and employees, for so many years.
