ORDINANCE NO. 990308

 

Enacting a new Section 2-85, Code of Ordinances, entitled Ethics training requiring the City Manager to assure the Citys code of ethics is widely publicized, that annual ethics training will be made available to all City employees, contract employees, elected officials, and appointed members of boards and commissions.

 

WHEREAS, a special Council Ethics/Relations Committee was appointed by the Mayor to develop guidance for the City Council on the proper interaction between the Council and City staff and to improve ethics in City government; and

 

WHEREAS, during 1997 and 1998 the Council Ethics/Relations Committee met with former Mayors, Council members, City staff, the United States Attorney, and members of the public to study the issues and learn of opportunities available to the Council to accomplish its charge; and

 

WHEREAS, the Council Ethics/Relations Committee has concluded that providing annual ethics training to all persons participating as public servants either as employees, elected officials, or appointed members of boards and commissions will benefit each person, the City government, and the people of the City of Kansas City; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That a new Section 2-85, Code of Ordinances, is enacted to read as follows:

 

Sec. 2-85. Ethics training.

 

(a) Dissemination of code of ethics. The city manager will assure that the Citys code of ethics is widely publicized to all employees, contract employees, elected officials and members of boards and commissions. Dissemination of this information may be through printed material, regular presentations by members of the Citys staff, posting on the Internet or an intranet available to members of the City staff, video institutional network, government access cable television channel, or any other method designed to insure that people serving the public are aware of the basic ethical standards established by law.

 

(b) Annual training. The city manager will provide annual ethics training to all employees, contract employees, elected officials and members of boards and commissions that will also include information discussing appropriate and inappropriate contact between council members and staff persons.
