COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 990807

 

Authorizing Amendment No. 1 to the Fixed Base Operations Lease and Agreement with Southport Aviation, Inc., at Richards-Gebaur Memorial Airport temporarily holding in abeyance rent and paying management and operating fees in the amount of $48,000.00, declaring an emergency.

 

WHEREAS, the Council determines that this ordinance is necessary to maintain aircraft fueling, aircraft maintenance, emergency services and other general aviation support services at Richards-Gebaur Memorial Airport and therefore, this ordinance is necessary for the immediate preservation of public property and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Aviation is hereby authorized to execute Amendment No. 1 to the Fixed Base Operations Lease and Agreement with Southport Aviation, Inc., at Richards-Gebaur Memorial Airport temporarily holding in abeyance all rental payments from June 1, 1999 through August 31, 1999.

 

Section 2. That the Director of Aviation is hereby authorized to pay management and operating fees in the amount of $16,000.00 per month from June 1, 1999 through August 31, 1999, for a total amount of $48,000.00 to Southport Aviation, Inc., at Richards-Gebaur Memorial Airport to be paid from previously appropriated funds in Account No. 00-821-062-2230-B, Richards-Gebaur - Other services not contracted.

 

Section 3. That this ordinance, making provision for the immediate preservation of public property and safety, is declared to be an emergency measure within the meaning of Section 15, Article II of the Charter, and shall take effect in accordance with the section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
