RESOLUTION NO. 960414

 

Establishing a Kansas City, Missouri Parking Authority Commission and directing said Commission to study the parking and related traffic issues and implementing such study.

 

WHEREAS, ongoing development in the Kansas City area has been a stimulus to economic growth; and

 

WHEREAS, the development occurring has necessitated the improvement of underutilized land for construction which has resulted in an impact on the availability of parking within the City convenient to public facilities; and

 

WHEREAS, the future stability of new and existing facilities and convenience and safety of the public is dependent upon reasonable and available parking; and

 

WHEREAS, it is imperative that the City not only identify solutions but act expeditiously to initiate such solutions; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That a Parking Authority Commission is hereby established for the purpose of planning, designing and implementing a parking plan to serve the investment of the City, the safety and convenience of the public and additionally to review any plan parking issues extending beyond the downtown on a City wide basis. Said Plan shall consider and address the need for reservation of land for future parking needs, how parking and related traffic congestion should be eliminated where it currently exists; what future regulations should be implemented regarding parking considerations in future development plans, and what long term methods of regulation, financing and development of parking should be instituted by the City Council.

 

Section B. That said Commission shall consist of seven individuals to be appointed by the Mayor with the consent of the Council: two representatives from businesses located in the downtown loop, two representatives of businesses outside the downtown loop, two representatives of community groups or neighborhood organizations and a chairperson.

 

Section C. The Parking Authority Commission shall have the authority to establish its own rules and regulations consistent with the ordinances of the City of Kansas City, Missouri, and policies in resolutions.

 

Section D. Said Parking Authority Commission shall provide an initial report to the City Council in business session within six months after the adoption of this resolution. The report shall include recommendations of the Commission and a timetable for initiating such recommendations.
