RESOLUTION NO. 020109

 

EXPRESSING THE OPPOSITION of the Mayor and Council to House Bill No. 1311 which would take 50% of the riverboat admission fees currently paid to home dock cities for law enforcement and fire protection equipment and salaries within the state.

 

WHEREAS, the Missouri House of Representatives is considering House Bill No. 1311 which would amend Chapter 313 of the Revised Statutes of Missouri to take 50% of the riverboat admission fees currently paid to home dock cities and provide for the state distribution of those funds for law enforcement and fire protection departments within the state; and

 

WHEREAS, the City of Kansas City uses revenues generated from its excursion boats to fund infrastructure and deferred maintenance needs of the City; and

 

WHEREAS, some of those infrastructure needs have been funded with the expectation that these revenues will be continued; and

 

WHEREAS, revenues from other economic development projects in other parts of the state are not redirected to Kansas City and the state should not redirect revenues from the riverboats, which, after much hard work and expense by the home dock cities, were approved by the voters of the home dock cities; and

 

WHEREAS, by approving a 1/4 cent sales tax to fund the needs of its fire department, the electorate of Kansas City has addressed the needs of its own fire personnel and will consider a 1/4 cent sales tax to fund its own capital needs for public safety at the April election; and

 

WHEREAS, the Mayor and Council are strongly opposed to the passage of House Bill 1311; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby express their opposition to the provisions of House Bill No. 1311 now pending before the General Assembly and urge the Assembly members not to approve the measure; and

 

BE IT FURTHER RESOLVED, that this Resolution be spread upon the Minutes of the Council in testimony thereof, and that copies hereof be provided to the Speaker of the House and to the President of the Senate and to the Assembly members from the Kansas City area as evidence of the opposition of the Mayor and Council to the provisions of this proposed law.
