COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 020092

 

Designating Lincoln High School, generally located on the east side of Woodland Avenue between the Kansas City Terminal Railway and East 22nd Street (2111 Woodland Avenue), a historic landmark; and directing the Director of the Department of City Development to record said designation.

 

WHEREAS, the Landmarks Commission held an advertised hearing on the designation of Lincoln High School, generally located on the east side of Woodland Avenue between the Kansas City Terminal Railway and East 22nd Street (2111 Woodland Avenue), on March 23, 2001; and

 

WHEREAS, the Landmarks Commission determined that the properties as a district have particular significance under Criterion A and C of the National Register of Historic Places Criteria for Evaluation for evaluation in that it embodies the historic evolution of public education for African American students in Kansas City; and

 

WHEREAS, the Landmarks Commission unanimously recommended that Lincoln High School, generally located on the east side of Woodland Avenue between the Kansas City Terminal Railway and East 22nd Street (2111 Woodland Avenue), be designated a historic landmark; and

 

WHEREAS, the City Plan Commission held an advertised public hearing on December 4, 2001, and unanimously recommended the designation of Lincoln High School as a historic landmark; and

 

WHEREAS, the Board of Directors of the Kansas City, Missouri School District consented to the designation of Lincoln High School as a historic landmark at its March 20, 2001, meeting. A copy of a letter from Ms. Helen Ragsdale, Board President, evidencing the School Districts consent is attached hereto as Exhibit A and incorporated herein by reference; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Lincoln High School, generally located on the east side of Woodland Avenue between the Kansas City Terminal Railway and East 22nd Street (2111 Woodland Avenue), and more specifically described as follows:

 

All of Block 6 (Lots 1-13), Ridge Heights, a subdivision in Kansas City, Jackson County, Missouri, except that part in railroad right of way , and part of the Southwest 1/4 of the Northeast 1/4 of Section 9, Township 49, Range 33, beginning at the northwest corner of said block, then south along the east line of Woodland Avenue, 627.5 feet to the north line of an alley then east along said north line, 627.6 feet to the centerline of vacated Euclid Avenue, then north along said centerline, 690 feet to the railroad right of way.

 

is hereby designated as a historic landmark.

Section 2. That the Council finds and declares that before taking any action on the proposed designation, all public notices and hearings required by law have been given and had.

 

Section 3. That the provisions of Sections 2-917 through 2-919, Code of Ordinances, are only applicable to Lincoln High School as long as the Kansas City, Missouri School District consents to the certificate of appropriateness requirement found in Section 2-917. If the School District transfers or sells Lincoln High School to a private party, the regulations found in Section 2-917 through 2-919 will then apply.

 

Section 4. That the Director of the Department of City Development shall record this ordinance with the Director of Records of Jackson County.
