RESOLUTION NO. 001572

 

Reaffirming the City Councils commitment to ensuring fair and equal treatment of all minorities and women in City contracting opportunities by reaffirming the Citys MBE/WBE Program and its further commitment to avoid imposing any additional barriers for MBEs/WBEs and directing the Director of Human Relations to present his evaluation of the MBE/WBE program to the Operations Committee.

 

WHEREAS, in the early 1990's, the City declared its intent to make sure that minority and women groups have an equal opportunity to participate in City work; and

 

WHEREAS, in 1996, the City enacted the MBE/WBE Ordinance No.960063 declaring its desire to bring about participation of minority and women's businesses in City work and establishing a system for doing so; and

 

WHEREAS, in 1998, the City reevaluated its MBE/WBE program and after obtaining a consensus of all the various stakeholder groups, the City reconfirmed its commitment to ensuring the fair treatment of minorities and women and amended and reenacted the MBE/WBE ordinance to make it as effective as possible; and

 

WHEREAS, Ordinance No. 970828 requires the City to evaluate the MBE/WBE program at least every three years; and

 

WHEREAS, the City now desires to again reaffirm its commitment to fair and equal treatment of minorities and women businesses; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Council restates and reaffirms its commitment to the MBE/WBE program and directs the City Manager to continue to support MBE and WBE businesses and to avoid implementing any new policies which will work to the detriment of MBEs and WBEs and directing the Director of Human Relations to report on the MBE/WBE program to the Operations Committee.
