RESOLUTION NO. 120074

 

Authorizing and encouraging Blue Cross and Blue Shield of Kansas City (BlueKC) and BikeWalkKC to create BikeShareKC powered by Blue KC.

 

WHEREAS, studies have found that Bike Sharing Programs significantly improve public health, encouraging large numbers of participants to use bicycles as part of their daily use and increasing physical activity; and

 

WHEREAS, a bike sharing program would greatly benefit the growing Kansas City tourism industry by allowing tourists to easily and economically get around to the City’s different attractions; and

 

WHEREAS, the City is committed to increasing the number of bicycle lanes along the BikeShareKC route to encourage usage and promote a safe and accessible alternative form of transportation; and

 

WHEREAS, the populace of the City of Kansas City has demonstrated that it is receptive to alternative and innovative types of transportation by its overwhelming embracement of vehicle sharing through the Car Free Challenge and other citywide initiatives; and

 

WHEREAS, Blue Cross and Blue Shield of Kansas City’s mission is to use its role as the area's leading health insurer to provide affordable access to health care and to improve the health and wellness of its members; and

 

WHEREAS, Blue Cross and Blue Shield of Kansas City has committed $7 million over the next five years to promoting and enhancing the health and wellness of the Kansas City community; and

 

WHEREAS, funding for a Bike Sharing Program can be financed either through a private-public partnership with little or no cost to the City or through the stand alone non-profit organization BikeWalkKC; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby authorize and encourage Blue Cross and Blue Shield of Kansas City (BlueKC) and BikeWalkKC to create BikeShareKC powered by Blue KC; and

 

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to David Gentile, CEO of Blue Cross and Blue Shield of Kansas City, and Eric Rogers, Executive Director of BikeWalkKC, with the encouragement of the Mayor and Council to promote this additional method of urban transportation to enhance the personal mobility of Kansas City’s residents, workers and tourists.
