RESOLUTION NO. 990749
Expressing
the intent of the City Council to develop Richards-Gebaur into an intermodal
freight facility that provides rail, truck, and air service; endorsing Kansas
City Southern Railroad Company as developer of the intermodal freight facility;
directing the City Manager to take all necessary steps to implement the
preparation of a Master Plan that calls for the general aviation use of
Richards-Gebaur, the construction of a new runway at Richards-Gebaur,
compatible surrounding land uses; and implementing Councils intent that
development of Richards-Gebaur as a rail, truck, and air intermodal freight
facility be an open and public process.
WHEREAS,
on June 24, 1997, the City Council approved a resolution directing the City
Manager to determine the requirements for closure of Richards-Gebaur for the
purpose of constructing an International Freight center that included
intermodal freight facilities; and
WHEREAS,
the City Council approved a Memorandum of Agreement dated July 14, 1998,
between the City and the Federal Aviation Administration setting forth the
terms and conditions of the closure of Richards-Gebaur and affirming the
potential construction of the International Freight Center; and
WHEREAS,
the City Council desires to encourage the development in connection with the
International Freight Center of an aviation facility as a component of the
intermodal freight center; and
WHEREAS,
the City Council desires that Kansas City Southern construct the intermodal
facility as now planned and contemplated under the Lease Agreement with the
Port Authority and under the Development Agreement between the Port Authority
and Kansas City Southern; and
WHEREAS,
the City Council desires that the City Manager take steps to prepare a Master
Plan for general aviation at Richards-Gebaur that promotes Kansas City
Southerns International Freight Center, economic development at
Richards-Gebaur and compatible surround land uses; and
WHEREAS,
it is the intent of the City Council to ensure an open and public process that
allows for the development of Richards-Gebaur as a rail, truck and air
intermodal International Freight Facility; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section
1. The City Council endorses the construction of the International Freight
Center by Kansas City Southern and directs the City Manager to take all
reasonable and necessary actions to assure the construction of the
International Freight Center in accordance with its Lease Agreement with the
Port Authority.
Section
2. The City Manager is directed to take all necessary steps to determine the
feasibility of locating and maintaining a new runway at Richards-Gebaur Airport
that is integrated with the intermodal facility.
Section
3. The City Manager is directed to have prepared a Master Plan for general
aviation at Richards-Gebaur Airport and a land use plan for the Richards-Gebaur
Airport area, generally from Holmes Road to 71 Highway and Highway 150 to
Highway 58, which will recommend land uses and buffer areas for the surrounding
community to assure compatibility with the International Freight Center and an
airport at Richards-Gebaur.
Section
4. That the City Manager shall take such other actions to ensure public input
and comment on the plan for the new runway and the development of a Master Plan
for the area and to encourage the Missouri Department of Transportation and the
Department of Public Works to ensure the completion of adequate and complete
road infrastructure to and from the International Freight Facility.
