RESOLUTION NO. 050297

 

Approving an amendment to the Budd Park Area Plan which amends the Land Use Plan and Map for an area located from Gladstone Boulevard on the west, Belmont Boulevard on the east, Windsor and Scarritt Avenues on the north, and Morrell and Anderson Avenues on the south, by changing the recommended land use from low density residential, medium density residential and retail commercial to St. John Corridor Infrastructure and Land Use Plan. (207-S-5)

WHEREAS, on January 21st, the City Council through the adoption of Resolution No. 47335 which adopted the Budd Park Area Plan as a plan for future development within an area generally bounded on the north by the Missouri-Pacific railroad tracks on the north, Kansas City Terminal Railway on the south, Belmont Boulevard on the east and Prospect Avenue, south of Independence Avenue, and Chestnut Trafficway, north of Independence Avenue on the west; and

 

WHEREAS, said Budd Park Area Plan was amended on April 15, 1993, through the adoption of Resolution No. 930264, was amended on May 13, 1993, through the adoption of Resolution No. 930300, was amended on December 14, 2000, through the adoption of Resolution No. 010593, and was further amended on June 28, 2001, through the adoption of Resolution No. 010863; and

 

WHEREAS, due to certain changes, it is desirable to modify certain components of the Budd Park Area Plan by an amendment to the Land Use Plan and Map as it affects an area generally bounded by Gladstone Boulevard on the west, Belmont Boulevard on the east, Windsor and Scarritt Avenues on the north, and Morrell and Anderson Avenues on the south, by changing the recommended land use from low density residential, medium density residential and retail commercial to St. John Corridor Infrastructure and Land Use Plan; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on March 1, 2005, recommend approval of the proposed amendment to the Budd Park Area Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY, MISSOURI:

Section A. Approving the Budd Park Area Plan which amends the Land Use Plan and Map for an area generally bounded by Gladstone Boulevard on the west, Belmont Boulevard on the east, Windsor and Scarritt Avenues on the north, and Morrell and Anderson Avenues on the south, by changing the recommended land use from low density residential, medium density residential and retail commercial to St. John Corridor Infrastructure and Land Use Plan. A copy of the amendment to the Budd Park Area Plan is attached hereto and is hereby approved.


Section B. That the amendment to the Budd Park Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices have been given and hearings have been had as required by law.
