RESOLUTION NO. 070262, AS AMENDED
Assigning the
KCATA as Project Sponsor of the voter approved Light Rail Project; and
providing for an oversight committee of the KCATA Board.
Whereas, the citizens of Kansas City,
Missouri on November 7, 2006 approved a light rail transit plan to be
implemented in Kansas City, and under the auspices of the City Council and
Mayor of Kansas City; and
Whereas, the City and the Kansas City
Area Transportation Authority (KCATA) have worked together on past light rail
initiatives; and
Whereas, the Federal Transit
Administration (FTA) requires that a Project Sponsor be identified prior to
the award of federal funds for transportation projects; and
Whereas, both the City and KCATA desire
to study the specifics of the voter‑approved initiative in order to
determine the feasibility of the proposed project; and
Whereas, KCATA is currently the
designated recipient of federal funds for transportation projects and has
functioned as Project Sponsor for other transportation projects, and is the
most logical organization to receive federal funding for the proposed Light Rail
Project; and
WHEREAS, it is
recognized that a majority of the board of the KCATA are not residents of the
City of Kansas City, Missouri, but that this project was initiated and is
funded primarily for the benefit of residents of the City; and
Whereas, the City Council and Mayor of
Kansas City will maintain ultimate responsibility for the proposed system by
determining any revisions to the alignment, technology, or financing which may
be required, and which may necessitate additional citizen elections; NOW,
THEREFORE,
be it resolved by the City Council of Kansas City:
Section 1. That
the City of Kansas City, Missouri declares and assigns the KCATA to be the
Project Sponsor of the voter approved light rail project and as such will
coordinate with FTA for all future funding requests as it relates to this
project.
Section 2. That
the City of Kansas City, Missouri directs KCATA to work jointly with the City and
Mid-America Regional Council to determine future courses of action.
Section 3. That
the KCATA will provide oversight for the expenditure of funds through a
committee of the KCATA Board, a majority of who will be residents of the City
of Kansas City, Missouri.
