RESOLUTION NO. 090864

 

Amending the Hickman Mills Area Plan by amending the Proposed Land Use Plan and Map for an area of approximately 21.6 acres generally located on the northwest corner of Raytown Road and Interstate 470, by changing the recommended land use designation from residential low density, residential medium density and conservation districts to light industrial, mixed use community and conservation districts. (657-S-2)

 

WHEREAS, on April 12, 2007, the City Council by Resolution No. 070353 adopted the Hickman Mills Area Plan being the Plan for development and redevelopment of that area generally bounded by 87th Street/Raytown city limits on the north, 71 Highway on the west, Grandview city limits on the south and Raytown Road on the east; and

 

WHEREAS, on December 6, 2007, the City Council by Resolution No. 071240 passed an amendment to the Hickman Mills Area Plan as it affects that area of approximately 80 acres generally bounded by 93rd Street on the north, Kansas City Southern Railroad on the east, Bannister Road on the south and approximately 400 feet east of Hillcrest Road on the west, and an area generally bounded by 91st Street on the north, Kansas City Southern Railroad on the west, 93rd Street on the south and Old Santa Fe Road on the east, by changing the recommended land uses from residential low density and conservation uses to office and conservation uses; and

 

WHEREAS, after further review, it has been deemed appropriate to further amend the Hickman Mills Area Plan and Map as it affects that area of approximately 21.6 acres generally located on the northwest corner of Raytown Road and Interstate 470, by changing the recommended land use designation from residential low density, residential medium density and conservation districts to light industrial, mixed use community and conservation districts; and

 

WHEREAS, the City Plan Commission considered such amendment to the Proposed Land Use Plan and Map on March 17, 2009; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on March 17, 2009, recommend approval of the proposed amendment to the Hickman Mills Area Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Hickman Mills Area Plan is hereby amended as to the Proposed Land Use Plan and Map for that area of approximately 21.6 acres generally located on the northwest corner of Raytown Road and Interstate 470, by changing the recommended land use designation from residential low density, residential medium density and conservation districts to light industrial, mixed use community and conservation districts. A copy of the amendment to the Hickman Mills Area Plan is attached hereto as Exhibit A and incorporated herein by reference.

 

Section B. That the amendment to the Hickman Mills Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by the Zoning Ordinance have been given and had.
