COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 090525
Reducing the Contingent Appropriation in the General Fund
by $200,000.00; transferring to the Police Department; and appropriating it to
cover the costs associated with four additional positions for animal control
and tow services dispatch at the Police Department.
WHEREAS, the functions of animal control and
tow services dispatch were transferred to the Police Department Communications
Unit from the Neighborhood and Community Services Department as of Fiscal Year
2009-10; and
WHEREAS, a consolidated dispatch operation
allows the City to more efficiently use staffing at KCPD and address the need
for more 9-1-1 call-takers; and
WHEREAS, the City receives more than 14,000
calls per year for animal control services, and more than 2,400 calls per year
for tow-related services through the 3-1-1 Action Center; and
WHEREAS, the FY 2009-10 Budget did not provide
funds for additional personnel associated with the operation of Animal Control
dispatch; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the appropriation in the
following account of the General Fund is reduced in the following amount:
KCMBU-10-1000-179990-B Contingent
Appropriation $200,000.00
Section 2. That the sum of $200,000.00 is
appropriated from the Unappropriated Fund Balance in the General Fund to the
following account:
KCMBU-10-1000-129996-X Transfer to
KCPDU Component $200,000.00
Unit
Section 3. That revenue is reestimated in the following account of the
General Fund-KCPDU
KCPDU-10-1000-210000-599900 Transfer
from KC Primary $200,000.00

Section 4.
That $200,000.00 is appropriated from the Unappropriated Fund Balance of the
General Fund to the following account in the General Fund-KCPDU:
KCPDU-10-1000-211499-A Police Communications
Unit $200,000.00

otherwise unencumbered, to the credit of the appropriation to which the
foregoing expenditure is to be charged, and a cash balance, otherwise
