RESOLUTION NO. 090304, AS AMENDED

 

Supporting the efforts of the Scarritt Renaissance Neighborhood Association, on behalf of all Northeast Neighborhoods, the Municipal Court, the City Prosecutor, the Local Initiatives Support Corporation, and the Northeast Chamber of Commerce to address the pervasive problems of drug trafficking and prostitution through the SOAP and SODA initiatives.

 

WHEREAS, the Northeast neighborhoods and the Independence Avenue Corridor have experienced high numbers of calls for police service on prostitution and drug activities; and

 

WHEREAS, the Scarritt Renaissance Neighborhood Association has requested the help of the Municipal Court and the City Prosecutor to address these pervasive problems in the neighborhood through the SOAP and SODA initiatives; and

WHEREAS, these programs seek to curb continuous criminal activity in certain areas by recommending and issuing orders to persons convicted of prostitution or drug offenses to stay out of areas of prostitution (SOAP) or stay out of drug areas (SODA) as a condition of probation; and

 

WHEREAS, on April 14, 2009, the Municipal Court en banc adopted a unanimous resolution in support of SOAP and SODA, and, subject to the guidance of the Kansas City, Missouri, Police Department, the City Prosecutor, the Scarritt Neighborhood, Local Initiative Support Corporation, and the Northeast Chamber of Commerce are working together to implement these and other initiatives; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Council hereby supports the efforts of the Scarritt Renaissance Neighborhood Association, the Municipal Court, the City Prosecutor, the Local Initiatives Support Corporation, and the Northeast Chamber of Commerce to address the pervasive problems of drug trafficking and prostitution through the SOAP and SODA initiatives in the area of the Scarritt Renaissance Neighborhood Association and along Independence Avenue in Northeast Kansas City, subject to the guidance of the Kansas City, Missouri, Police Department.
