COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 191035

 

Estimating and appropriating $160,000.00 in the HUD Lead-Based Paint Grant Fund for the purpose of providing additional funding needed for abatement services in the Healthy Homes program; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, on December 7, 2017, Council approved Ordinance No. 170950 in the amount of $2,900,000.00 from the U.S. Department of Housing and Urban Development for the Healthy Homes program to reduce and/or remove lead paint hazards in affected properties in the City of Kansas City, Missouri; and

 

WHEREAS, the current budget for Lead Hazard Control in FY 2020 does not provide sufficient funding to keep up with the existing need for lead abatement services to finish out the current fiscal year end date of April 30, 2020; and

 

WHEREAS, the City continues to be committed to reducing the exposure of low-income families and young children to lead hazards in homes in the Kansas City, Missouri area; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That revenue in the following account of the HUD Lead-Based Paint Grant Fund is increased by the following amount:

 

20-2750-500001-476250-G50218720 HUD Lead Hazard

Prevention $160,000.00

 

Section 2. That the following amount is appropriated from the Unappropriated Fund Balance of the HUD Lead-Based Paint Grant Fund to the following accounts:

 

20-2750-505011-A-G50218720 HUD Lead Hazard Prevention $ 80,000.00

20-2750-505011-B-G50218720 HUD Lead Hazard Prevention 80,000.00

TOTAL $160,000.00

 

Section 3. That the Director of Health is hereby authorized to expend the additional sum of $160,000.00 from funds heretofore appropriated to Account No. 20-2750-505011-G50218720.

 

Section 4. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
