Authorizing a $227,080.00
contract with Carter Goble Associates, Inc., that provides professional,
technical and specialized services for the Municipal Justice System Study and approving
expenditure of funds therefore.
WHEREAS, in Fall
2002, the City Council established an Ad Hoc Committee to address several
pertinent concerns regarding the efficiency and effectiveness of the Municipal
Correctional Institution; and
WHEREAS, at the
February 19, 2004, City Council Legislative Session, the Council granted the
MJS Core Committees appeal to begin the Request for Qualifications process to
obtain a consulting firm(s) to assist the City in identifying the fundamental
role and division of responsibility for individuals in the criminal justice
system by analysis of federal, state and local enabling statutes pertaining to
the incarceration requirements, sentencing options, and current operational
structures; and
WHEREAS, by
consensus, the MJS Core Committee agreed to recommend Carter Goble Associates,
Inc., as the prime or lead firm for the MJS Study; NOW, THEREFORE,
BE IT ORDAINED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
the Director of Neighborhood and Community Services is hereby authorized to
execute, on behalf of Kansas City, a $227,080.00 contract with Carter Goble
Associates, Inc., providing professional, technical and specialized services
for the Municipal Justice system Study. A copy of the contract is on file in the
office of the Director of Neighborhood and Community Services Department.
Section 2. That
the Director of Neighborhood and Community Services is hereby authorized to
expend up to the sum of $254,788.00, including contingencies, from funds
previously appropriated in Account No. 05-1000-102130-B, Efficiency Strategies,
to satisfy the cost to complete the MJS Study.

I hereby certify
that there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
