COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 190860

 

Authorizing all inspection services for the Platte Purchase Development Plan Road Improvements (including N. Platte Purchase Drive, N. Line Creek Parkway and N.W. Tiffany Springs Road), City Project Plan No. 89008706, ("PP Roads") to be conducted by a City approved third party inspector under contract with McClure Engineering Company d/b/a McClure; estimating revenue in the amount of $159,000.00 in the Capital Improvements Fund; and appropriating that amount to the Platte Purchase account.

 

WHEREAS, the Platte Purchase Development Plan is completing road improvement projects in the area of N. Platte Purchase Drive, north of Missouri Highway 152; and

 

WHEREAS, revenue bonds were recently issued for critical road improvements that are needed in this area, including N. Platte Purchase Drive, N. Line Creek Parkway and N.W. Tiffany Springs Road. These road construction projects are vital to the continued development of this area and provide roads to serve east/west traffic in the Northland; and

 

WHEREAS, MD Management is the designated developer under the Platte Purchase Development Plan, and is under contract with the Tax Increment Financing Commission of Kansas City, Missouri, for completion of road projects and other public infrastructure projects included within the Platte Purchase Development Plan and has hired McClure Engineering Company d/b/a McClure as the engineer of record to prepare the necessary road project plans; and

 

WHEREAS, McClure has prepared plans for N. Platte Purchase Drive, N. Line Creek Parkway and N.W. Tiffany Springs Road ("Project) and these plans have been submitted to the Public Works Department for permitting; and

 

WHEREAS, the Public Works Department is working with MD Management and have agreed to the fees herein described; and

 

WHEREAS, McClure has obtained a proposal from a third party inspector to perform all necessary third party inspection services at a total cost of $321,930.00 which is 2.44% of the total cost of the Project; and

 

WHEREAS, the Public Works Department is providing plan review for plans designed by McClure and MD Management will be required to pay $128,500 for plan review for the Project; and

 

WHEREAS, the Public Works Department will be required to certify the project construction pay applications and that the construction of the Project meets City standards as required by the revenue bond through the Tax Increment Financing; and

 

WHEREAS, construction inspection will be part of the certification process and will require that the third party inspection and material testing acquired by McClure meet City standards. City staff will provide quality control and construction management oversight of the McClure third party inspection contractor at an estimated additional fee of $29,500; and

 

WHEREAS, in the interest of completing quality road improvement projects at the least cost in order to have funds available to complete many other critical public infrastructure projects in the Platte Purchase area and in the interest of continued public/private partnerships; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby authorizes that all inspection services for the Platte Purchase Development Plan Road Improvements (including N. Platte Purchase Drive, N. Line Creek Parkway and N.W. Tiffany Springs Road), City Project Plan No. 89008706, be conducted by a City approved third party inspector under contract with McClure Engineering Company d/b/a McClure.

 

Section 2. That MD Management will pay permit fees for actual staff time for plan review and construction management oversight in an estimate total amount not to exceed $159,000.

 

Section 3. That revenue in the Capital Improvements Fund is hereby estimated in the following amount:   

 

20-3090-895912-485380-89008706 Platte Purchase $159,000.00

 

Section 4. That the amount of $159,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Capital Improvements Fund to the following account:

 

20-3090-895912-B-89008706 Platte Purchase $159,000.00

 

Section 5. That the Director of Public Works is hereby designated as requisitioning authority for Account No. 20-3090-895912.
