COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 940746, AS AMENDED

 

Establishing a policy for the use of communication equipment by City officials and employees.

 

WHEREAS, modern electronic business communication requires

the use of computers, modems, fax machines, cellular telephones and related hardware and software; and

 

WHEREAS, current technology is rapidly changing which will require businesses to be flexible and adaptable with regard to the communication technology it uses and may use in the future as the "Information Super Highway" develops; and

 

WHEREAS, the use of such communication equipment by all City elected and appointed officials and employees will become increasingly more commonplace and widespread; and

 

WHEREAS, the use of such communication equipment for business purposes is also compatible with personal use; and

 

WHEREAS, a uniform policy for the allocation of expenses associated with the use of such equipment between personal use and City business use and reimbursement for such expenses needs to be established; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. Communication Equipment owned by officials or employees and used for City business. Generally, any official or employee of the City, regardless of classification or status, is eligible for reimbursement of Communication Expense if the appropriate department head determines that employee's job requires the use of Communication Equipment.

 

Section B. City Communication Equipment used by officials and employees for personal business. Generally, any official or employee of the City, regardless of classification or status, who is authorized by the appropriate department head to use City Communications Equipment, shall be required to reimburse the City for his or her personal use of such equipment.

 

Section C. Definitions.

 

Communication Equipment: Personal computers, modems, fax

machines, cellular telephones and related hardware and software including related communication company service charges.

 

Communication Expense: Those necessary costs an

authorized official or employee incurs in order to carry out City business.

 

Section D. The City Manager is hereby instructed to prepare proposed procedures, including a proposed specific definition for the term "personal use", for Council approval, to implement the policy set forth herein within thirty (30) days after adoption of this Resolution.
